You can probably walk through it in 90 minutes, but the place deserves more time because you can get on much of the equipment, especially the old passenger cars. If you are interested in the history of America's' first railroad, give it 3-4 hours at most.
Just fyi on this and other travels you may do, with some simple online research you can usually find discounts such as 2 for 1 coupons for the B&O railway museum. I agree with you that $16pp is a tad steep, but cut that in half and it becomes reasonable. Hope this helps.
