You should be able to get a pc with a 3070 or maybe even a 3080 for that price. 3000 for a build with a $500 card, yeah try finding something else. Take a look at r/suggestapc.

Cheap PSU manufacturers will add the ratings on the lower voltage rails to the 12V rail and call that the "total output". 12V at 30A = 360W 5V at 55A = 275W 3.3V at 65A = ~215W (214.5W to be exact) 360 + 275 + 215 = 850.
